How to check tender eligibility requirements

Experience, turnover and licences: an initial check before investing in a bid.

Eligibility requirements define who may participate in a tender. Start with the eligibility section of the tender booklet and list each requirement, the evidence needed and the date by which it must be met. Do not rely only on the notice summary or an automated summary.

For experience requirements, check not just years in business but also project type, value, completion dates and clients. An employee's or subcontractor's experience does not necessarily count as the bidder's experience; rely on it only where the tender documents allow it.

For financial requirements, confirm which financial years the turnover threshold covers and whether an accountant's certificate must follow a specific template. For professional licences and registrations, check validity, classification and whose name must appear on the licence.

Look for mandatory site visits, advance registration or document purchases as well. Where required, record the deadline and the evidence you need to retain, and check whether an official update changes the requirement.

If a condition is unclear, submit a clarification question through the specified channel before the relevant deadline. Do not assume a missing requirement can be remedied after submission. This is an initial checklist only; the tender documents and official clarifications govern.
