How to submit tender clarification questions

Write focused questions and track official answers and updates before submitting a bid.

Clarification questions let bidders ask about unclear requirements, identify conflicting documents or request changes to tender terms. The question deadline is separate from the bid deadline and may be much earlier, so record both when you first read the tender.

Send questions only through the specified channel, such as a dedicated form, email address or online system. If a particular file template is required, use it and supply the bidder details requested in the instructions.

For each question, identify the document, page and clause, briefly explain the uncertainty and make a focused request. For example: does the experience requirement in a particular clause apply to the bidder itself or also to the proposed project manager? Keep separate issues in separate questions so each can receive a clear answer.

Check how questions and answers will be published, and do not include unnecessary trade secrets or personal details. Do not treat an undocumented conversation as a substitute for an official clarification issued under the procedure's rules.

Track every set of answers, not just the answer to your own question. Clarifications may change eligibility requirements, specifications, guarantee wording or deadlines. Update your bid accordingly and check whether clarification documents must be signed and included with the submission.
